I need to write a complaint letter to my university's student government body regarding music involving extreme profanity played in the gym.

This problem may not seem a problem for many people but in a place where people who come from different cultures meet there are some who find it a problem.

Since this problem has a cultural angle, I need to make my letter very sensitive yet effective - any ideas?
